Problem
What was broken, and for whom?
Before the new system, each branch issued driving permits using paper forms, spreadsheets, and an old desktop program.
The process was mostly manual. Staff had to type applicants’ details onto pre-printed permit cards. They also had to prepare a daily report listing all issued permits and send it to the police command in their governorate. This report was a required part of the process.
There were several problems. Permits were being issued without collecting payments, some applicant information was missing, and management could not easily track the number of permits issued or monitor the work of different branches.
Applicants also faced difficulties. There was no way to apply online, so they had to visit a branch in person with their passport, national ID card, and original driving license. Staff then had to copy their details by hand into a form in both Arabic and English.
This made the process slow, creating extra work for staff.
